Nigeria: NSA Raises Alarm Over Arms Proliferation

Abuja – The national security adviser to the president, Gen. Aliyu Gusau (rtd), has expressed worry over the spate of arms proliferation in the country. Small arms and light weapons pose a serious security challenge that needs urgent action to combat it, he said.

According to the NSA, the United Nations has estimated that about eight million illegal light weapons are in circulation in West Africa and a substantial percentage is in Nigeria.

He added that “this has fueled violent conflicts as witnessed in the Niger Delta and religious violence as exemplified by the recent Boko Haram incident in some parts of the country”. Gusau, who made this revelation while inaugurating the National Task Force to combat illegal importation and smuggling of goods, small arms, ammunition and light weapons into the country, conceded to the fact that the spate has plunged the country into a state of insecurity.

He said “some countries have long been identified as weapon reservoirs in West Africa. Guinea Bisau, has been stockpiling left-overs of Soviet-supplied weapons. The Mano River Basin had been a repository of weapons. Gabon and Cameroon acquire such weapons from Eastern Europe and Asia”.

“Weapons from these countries have also been transferred to the Niger Delta. Such weapons include semi-automatic rifles, shotguns, machine guns and shoulder-fired rockets. In 2002, the Nigeria Customs Service reportedly intercepted small arms and ammunition worth more than N4.3 billion at border posts during the first 6 months of the year. Such seizures have continuously been recorded since then till date,” Gusau stated.

The weapons, the NSA observed, after gaining access to the country are used for trafficking, communal clashes, armed robbery, kidnapping and militancy. The task force, which was initiated by President Goodluck Jonathan in collaboration with Importers Association of Nigeria (IMAN), is headed by Maj. Gen. C R U Ihekire with CP Edwin Tonkmor as its vice chairman and Hon. Kinsley Chikezie serving as the national coordinator.

Members of the task force include Bar. John Awa Kalu, ACP Abubakar Dan Malam (rtd), Col.Zemvel C. Nkup (rtd), Dr. Ayo Omotoso, Engr. Rabiu Kazaure Alhaji Ismaila Musa Kamba, Dr. Obioma Azubike, Chief Gilbert Obi, Alhaji Bature Abdulaziz, Dr. Osita E Okereke, Chief James Clark, Sir. S O Megwa and Mr. M O Eigbe.

LEADERSHIP gathered that the task force was given the mandate of indentifying sources and main routes of these small arms, ammunition, light weapons and general contraband goods. They are also to identify why this illicit trade thrives in Nigeria and liaise with all relevant agencies and organisations with the aim of achieving success.
