[Great salaries. Zero performance! They actually earn double what the President of S.Africa earns – and about 4 times as much as the former White Presidents used to earn!! Jan] Ratepayers are paying salary packages for the City of Cape Town Ikhwezi top management team reaching almost R10-million for this financial year. And if they are deemed to be performing perfectly, they are all in line for a performance bonus of up to 25 percent of their packages – potentially another R2,4-million. On Wednesday, for the first time, the Cape Argus is able to disclose details of the salary packages of the city’s top officials. Mgoqi earns an annual package of R966 296 Rushj Lehutso, the chief operations officer, earns an annual package of R960 000. The collective salary bill for the team amounts to R9 880 479, and they are in line for performance bonus up to 25 percent of salary. But even this is not the highest council management salary bill in the country. Ethekwini (Durban) municipal manager Mike Sutcliffe earns an annual R1 091 000. The City of Johannesburg’s municipal manager, Pascal Moloi, earns R1 006 153, while its chief operations officer, Sbongile Mazibuko, earns about R965 148. ‘These salaries are not comparable’ She disclosed the Ikhwezi management salary scales to the Cape Argus on Tuesday. The city had earlier declined to do so, saying it had a statutory obligation to publish them in the annual report next year. But on Tuesday she said she had decided to reveal them because the city had “nothing to hide”. Mfeketo said the city had to be able to attract top people who had had experience in the private sector. These officials were now overseeing a budget of about R18-billion. “These salaries are not comparable, in fact, are far less than (in) other organisations that manage a budget of R18-billion,” she said. “We are responsible, because we won’t go overboard knowing we need to have money to deliver services. “We want them (the management team) to be happy because these people are employed for their professionalism and their expertise. They could get better jobs and earn millions of rands somewhere else.” The mayor herself and her mayoral committee, as elected representatives, earn less than the Ikhwezi team.
