Uganda: Air Power is Not a Luxury But a Necessity

The bastion of new magnificent structures in Uganda today unlike in the past is evidence to the foregoing.

A concern for national security has always engaged the attention of rulers since ancient times. Unlike the old times, the evolution in science and technology has made the world today a global village, and events taking place in the distant areas influence the other regions of the world.

A government is relevant in as far as it can protect its citizens from harm.

For a country to sustain its sovereignty it must design a defence strategy that will guarantee the security of her people, their wealth and the natural resources.

Military strategy, therefore, is the broad name for planning the conduct of warfare. It is important to note that the national defence strategy is not an end in itself, but rather a means to an end, the grand strategy. The grand strategy will deal with the management of the national resources in the conduct of warfare.

To fight a war on land successfully the land commander needs close air support against well-equipped enemy forces using armour, He also requires freedom of action to develop his campaign plan and move forces to the frontline without interference. This cannot be achieved within a hostile air environment as it was evidenced in, for instance, the Gulf war. On the other hand air weapon systems, with the exception of nuclear weapons, cannot on their own, win a war, as has been evidenced in many wars like in Korea, Vietnam, Afghanistan and the Gulf.

National defence require comprehensive approaches; commonly understood principles and collaboration processes that will enhance favourable and enduring outcomes. Parliamentary supervision of defence is dependent upon freedom of information and a balance between long range military needs and political experiencies. Mutual respect for competence and professionalism of civilian planners, parliamentarians and military planners is necessary.

Accountability is not simply uncovering wrong doings, but improving individual and collective behaviour and the process of government for national good. Understanding that the media, opposition parties, and the public are not the enemy is a democratic principle. Correspondingly, portraying government as an insensitive monster whose basic aim is to suck the citizens is incorrect.

The vision of every country’s military is to be versatile, professional and flexible, ready to deal with any security threat to the territorial integrity of the country.

The military is functional when it has the fighting power. Thus a modern country’s military must have fire power, mobility and protection. The manpower must be highly trained and skilled which gives you a quality force.

There is need to procure the best and most effective equipment that can be affordable in order to maintain a strategic advantage. We must create and maintain an operational environment in order to give the military force freedom of action.
