As a border state with Borno where the fundamentalist Islamic Boko Haram has held sway over some time, there has being a massive influx of both the clean and the unclean into Adamawa’s major towns including Yola, the state capital, Mubi and other commercial nerves of the state. This development, no doubt has kept residence on a permanent path of fear. There has been general apprehension which has also caught up with key government institutions in the state.
Observers of current state of things have pointed out that the increasing number of beggars (almajiris), shoe makers, hawkers of groceries, and sellers of substandard electrical accessories, groundnut and other wares has been a point to be considered by the government if security of life and property of the citizenry is to be seen as priority. The argument held around by many observers is that most of the feared population entering into the state as alleged are pretending along the streets of Yola with no identifiable shelter.
Good numbers of this set of people, according to them take cover under bridges, green areas, Motor Park and some covered streets of some towns in the state. It is further pointed out that since the government cannot regulate the influx of people in town, security operatives have doubled up its strategies at ensuring no breakdown of peace and order.
Given the security tension surrounding Adamawa and its nerves, there has been serious security concern in areas like Badarisa- NYSC camp in Yola where the whole military attention has been shifted and stationed to ensure the protection of lives of the young graduates undergoing orientation. Our reporter further observe that military armed men, since the camp opened early this month, are positioned in strategic areas where they engage everyone in their stop and search exercise. Of serious concern is on major streets of Mubi and Yola, where at every 10 to 15 meters the joint task force also called Operation Tsaro keeps long queue at ensuring that every vehicle was scrutinized to ensure they were blameless of bomb.
With the shutdown of the University of Maiduguri in Borno state over issues of some detonated bombs which were planted by the sect to kill students on campus, there has also been major security priority on campuses of some tertiary institutions in Adamawa state. A wing of Operation Tsaro, has been permanently stationed around the Federal University of Technology, in Yola. There has been serious stop and search carried out on all vehicles including government owned. The American University of Nigeria, AUN whose security approaches are even computerized is another area which has been heavily monitored by the police and military.
Of course, the alleged threat by the Boko Haram to bomb some parts of Adamawa state sometime back has also led to security watch on places of worship. There has been moral concern for the protection of lives during worshipping hours in Mosque and Churches. This development in the past, led to low turnout of people in faith areas including drinking spots.
Major drinking spots in Yola, the state capital were greeted with grave silence when the rumour bomb threat came up. The Popular fire service, Madam State and Tonibest being hot spots for evening relaxation were dumped for fear of being targeted. However, given the security consciousness built around the town the general apprehension is gradually dying down.
In Mubi, Adamawa’s major economic nerve, there has been wide fear for bomb due to the post-election crisis sprout shortly after the presidential elections in the state. The area also has been under tight security watch due to serious influx of the almajiris who are allegedly used by elites to foment mayhem.
Consequently, relaxation spots in Mubi like the Yola have become cold places and people turn to shy away from them over similar suspicion.
Speaking in an interview with Journalists in Yola, the member representing Mubi North constituency, Hon. Abubakar Umar Jerengol noted that the influx of unknown faces into Adamawa state was understandably worrying, but he further observed that for the simple fact, the country’s constitution guarantees freedom of movement of every Nigerian, it will be difficult for the state assembly to take the issue into perspective.
‘Nobody can be able to stop the influx of people into this state. It is impossible because, the constitution of our country guarantees freedom of movement. If People get harassed from enjoying this fundamental right, they can challenge that in the court of law when they are stopped from freely going anywhere they want. I hope you can now see where the government is handicap?’
The lawmaker further called of the federal government to make dialogue with the Boko Haram eventful as a way to end the senseless killing by bomb presently witnessed in the country. While stressing that the influx of people into the major towns of the state will not pose security threat to such areas, he stated that if the people are coming in for cover, they will not jeopardize the economic life of the state.
‘I call on the federal government to set in motion processes of dialogue with the Boko Haram, I think the people who are running from Borno into the state are simply in search for protection and I
strongly believe such people will not create security problems for us’ He said
Meanwhile, the general consensus for fear being told round the state is if such persons are true Nigerians. Observers have alleged that most of the people who are suspected as dangerous to the state are chadians while others say they wear faces of Talibans.
Adamawa state has been rated as one among the few states that have the challenge of porous borders. Since many foreigners can access the state with a plethora of routes, it is simply difficult to check the
menace.
Observers have equally said since some tribes in the Cameroun republic share some cultural affinity with some tribes in Adamawa state it is further difficult to vet or quarantine the influx of people and
animals in the state.
Opposition parties in the state had raised alarm during the voter registration exercise, held last year that some of these foreigners were being invited by the ruling Peoples Democratic Party, PDP to participate in the exercise, so as to increase a support base with a view to rigging the forth coming elections.
The Action Congress of Nigeria, ACN Governorship candidate ahead of the 2012 elections, Engr. Marcus Gundiri had accused Governor Murtala Nyako’s government of massively settling foreigners who are mostly Chadians in the Gombi local government and other places so as to rig him out in the coming elections.
Gundiri who claimed to have made independent findings and alerted security operatives in the state over the situation, said there was complained from the angle about shortage of personnel, good security technologies and incentives among other things to aid in administering the borders effectively.
He however called on the Federal government to make extra-budgetary plans to borders state so as to aid security men efficiently discharge their duty. He also called on INEC to take into account the possibility of foreigners partaking in the last general elections.
Daily Champion recalls that, even as some of the post-election crisis in the state was blamed on some of these issues, security in Adamawa state is still seemed to have fallen short to protect, properly lives and property.
Given the bases for the wide spread fear, the Adamawa state government has consistently assured people of the state of security of life and property. Governor Nyako, who spoke recently while receiving the management of the Adamawa State University, Mubi, at the government House in Yola, reiterated commitment on the part of the government at ensuring there was safety for people of Mubi.
He emphasized that there was need to give adequate security to all in Mubi especially on the campus of the institution which has already five thousand students undergoing different programmes.
He promised to fence the entire school so as to guide against infiltration of what so ever nature from hampering with learning and teaching.
Nyako said the peace of the state was his top priority, believing that with zeal already demonstrated by the government there will be no breakdown of peace and order.
