Vloedskade waarskynlik erger as verwag
Volgens 'n voorlopige opname wat TLU SA onder boere in die vloedgeteisterde gebiede gedoen het, blyk dit dat die direkte skade aan infrastruktuur en insetkoste, ongeveer R1,82 miljard beloop. “Hierdie bedrag kan egter selfs twee of drie maal so hoog wees,” waarsku mnr. Ben Marais, president van TLU SA.
TLU SA het die Minister van Landbou daarop gewys dat daar slegs twee dae tyd was om hierdie opname te doen. “Daarom is hierdie opname verre van volledig. Nietemin is data bekom uit die Noord-kaap, Noord-Natal, Noordwes, Mpumalanga en Vrystaat.”
'n Ader onrusbarende aspek wat egter wel uit die opname geblyk het, is dat re(235)ënskade besig is om byna dieselfde katastrofale afmetings en gevolge te veroorsaak. “Re(235)ënskade is waar daar nie sprake is van oorstromings nie, maar bloot waar land besig is om te versuip as gevolg van te veel water. Dit het dieselfde uitwerking op boere, naamlik versliese deurdat die insetkoste nie herwin kan word nie, en dat daar geen kans op 'n oes met 'n moontlike wins is nie,” sê mnr. Marais.
TLU SA het by die Minister aanbeveel dat 'n nood taakspan saamgestel word bestaande uit amptenare van haar departement, saam met lede van georganiseerde landbou. Die take wat hierdie taakspan sal hê is om waar nodig fisiese inspeksies te doen om:
a. vloedskade meer noukeurig te bepaal
b. re(235)ënskade te bepaal
c. te bepaal wat beide skades se effek op die groter landbou, die Suid-Afrikaanse ekonomie en korttermyn voedselsekuriteit gaan hê
d. te bepaal hoe plaaswerkers hierdeur geraak gaan word.
e. te bepaal wat die langdurige impak is van besoedelde water wat uit die rivierbedding neerslag gevind het op landbougrond
Mnr. Marais het die Minister ook gevra dat sy ook die gevolge van die re(235)ënskade net so sal hanteer by finansi(235)ële instellings as sy met hulle in gesprek tree om te vra vir versagting rakende die vloedskade.
Flood damage is likely worse than expected
According to a preliminary survey performed by TAU SA among farmers in the flood stricken areas it seems that the direct damage to infrastructure and input costs is approximately R1, 82 billion. However, this amount can be two or even three times higher than this amount,” warned Mr. Ben Marais, president of TAU SA.
In a letter to the Minister of Agriculture TAU SA emphasized that practically only two days time was given to do this survey. “Therefore this survey is far from complete. Nevertheless data could be obtained from the Northern Cape, Northern Cape, Gauteng, Mpumalanga and Free State.”
Another disturbing aspect that emerged out of this survey is that rain damage is causing almost the same catastrophic consequences than the flooding. “Rain Damage is where there is no flooding but where land is drowning because of too much water. This will have the same effect on farmers with no crops and profits and their input costs down the drain,” said Mr Marais.
TAU SA advised the Minister to put together an emergency task team consisting of officials of her department, along with members of organized agriculture. If necessary this task team will have to carry out necessary physical inspections to do:
a. determine the flood damage more accurately
b. determine rain damage
c. determine the effects of both the rain and flooding damages will have on the larger agricultural sector, the South African economy and short-term food security
d. to determine how farm workers will be affected
e. to determine the long-term impact of polluted water from the river now left behind on agricultural land
Mr. Marais asked the Minister to mention the effects of rain damage as well when se deals with the financial institutions to ask for relief regarding the flood damage.
