WHILE campaigning in Kitgum recently, IPC presidential aspirant Dr. Kiiza Besigye said the war against the Lord’s Resistance Army (LRA) was deliberately prolonged for individual benefits. He also said the war was sparked off due to the marginalisation of the Acholi.
According to the records, Besigye was the chief of logistics/engineering of the army when the LRA was most active and he was responsible for providing all the logistics, such as aircrafts, weaponry, vehicles, fuel, food and clothing, that were needed to end the war. So, is Besigye now making a confession that he misappropriated these resources?
Records of the Army Council show that the Commander-In-Chief once grilled Besigye over poor logistics management, and compelled him to immediately airlift uniforms to troops who were in dire need. At about the same time, soldiers were very poorly dressed.
Before Besigye made the allegations in Kitgum, we knew that the war against the LRA took long not because individuals benefitted from it, but because of a blend of factors, such as the fact that the leader of the LRA, Joseph Kony, had external support like a safe haven in the Sudan.
The other reason was the fact that Uganda’s economy was young and there was a small defence budget. After the economy became stable, the defence budget was increased, which made it possible for the army to defeat the LRA.
Another reason the LRA war was prolonged is because the army was fighting other rebels, like the People’s Redempetion Army (PRA), for which Besigye is under trial for alleged affiliation.
Besigye also talked about the marginalisation of the Acholi as a cause of the LRA war. However, these allegations are unfounded. This war stems back from a filthy past of Uganda prior to 1986.
Before the NRM took over power in 1986, national security organs inflicted terror on Ugandans with impunity and there was no security for people and their property.
Following the NRM’s 1986 take-over, there were attempts by those from whom power was taken to grab it back. Others also facilitated rebellions because they thought they could not survive in a non-chaotic situation. So they wanted to carry on with the reign of terror.
Hence, the formation of the LRA and other rebel groups.
During the early years of the LRA, Besigye was the state minister for internal affairs and national political commissar. It is expected that he should have been knowledgeable of the political/military history of Uganda.
In a seemingly unapprised point of view or with a deliberate intent to misinform, Besigye also accused President Yoweri Museveni of being a “vocal advocate of war opposed to peace talks” and claims the President was only pressurised by religious leaders and donors to succumb to peace-talks. What I want to ask is: what happened finally? Were the peace-talks successful?
If the religious leaders wanted to talk peace, they were only fulfilling their responsibility on the struggle against terrorism. Everyone had to play a role against the LRA who had become an international menace. The fact that Kony killed some of his own fighters who suggested peace shows that he was not interested in negotiating peace.
However, the Government allowed peace initiatives like the Goodwill Mission and Pace peace agreement. It also supported individuals like Betty Bigombe who tried twice to engage the LRA in peacetalks.
So, doesn’t Besigye owe the people of northern Uganda another confession for telling lies?
