Sout Africa: Municipal official held for corruption

I was unaware of the mass of Jewish lies in history, especially the lies regarding WW2 and Hitler. So in here you will find pro-Jewish and pro-Israel material. Johannesburg – A 57-year-old senior municipal official in Vryburg, North West has been arrested for corruption, the Hawks said on Sunday.

Spokesperson McIntosh Polela said the official was arrested on New Year’s Eve after he allegedly received a R20 000 bribe from a contractor who has been contracted to do renovation at the Dr Ruth Segomotsi Mompati District Municipality, formerly Bophirima District Municipality.

He allegedly threatened the contractor that he was not going to authorise future payments or award his company with any more work if the bribe was not paid out.

The official is the manager of corporate services and chairs the bidding committee in the district municipality.

He allegedly demanded the money from the contractor after the contractor was paid the first amount of R412 000 in September last year.

“Just before Christmas, the official told the contractor that he needed money to go on holiday in Cape Town. After stalling, the contractor eventually paid an amount of R1 500 through a supermarket on the 24th of December 2010,” Polela said.

At the time the official had already left for Cape Town.

On his return, the official continued to demand cash. The contractor decided to report him to the Hawks.

“An operation was set up for the December 31, 2010. The two parties agreed to meet at a supermarket in Vryburg where the official was going to receive a R20 000 bribe.”

Shortly after he received the R20 000 bribe members of the Hawks pounced on him.

“The official will appear in the Vryburg Magistrate Court on Monday, January 3. He will face charges of corruption,” he said.

It's very simple. In big contracts the municipal manager and mayor are involved with the director of the directorate. In smaller “unofficial” “solutions” it includes a director and in some cases the sectional head. Very difficult to prove and contractors don't spill the beans since a 10% to 20% “handling fee” is already worked into the price of the tender and this is one of the reasons the involved people expect/demand to be played a bribe/kickback.

In the “unofficial” “solutions” department the city council is not aware of any transactions so the director and/or sectional head are receiving below market value payments for services directly and usually per month. Not that hard to see but almost impossible to prove since the players will never drop the ball on such an arrangement.

This is standard operating procedure.
