The Ministries of Agriculture in partnership with the African Union inter Africa Bureau of Animal Resources (AU-IBAR), on Wednesday 29th December held a two day sub regional workshop on the harmonization and strategic implementation of the project on vaccines against neglected animal disease in Africa (VACNADA) at the Kairaba beach hotel in kololi.
Delivering the opening remarks, the permanent secretary for agriculture, Mr. Alfu Marong said the Africa Union Inter Africa Bureau of Animal Resources has been instrumental in the eradication of rainderpest and categories bovine pleuro pneumonia (CBPP) in the Gambia and other countries through projects and programmes such as the joint project 15(JP15), pan African Rainderpest Control Programmes (PARC) and the Pan Africa Programme for the Control of Epizootics (PACE). He noted that the last case of rinderpest was reported in the Gambia in 1965 and CBPP in 1971.
He therefore thanked the AU-IBAR for the successful eradication of Rainderpest in Africa. He noted that the joint implementation of VACNADA program in the four countries will contribute to the socio-economic development of this country. “It will contribute to the building of capacity of technicians in the area of disease surveillance and laboratory diagnosis.” He said
Mr Jallow stated that trans-boundry animal disease such as PPR has killed numerous small ruminants in the Gambia despite the restless efforts carried by the then department of veterinary services in the Gambia to control it. He added the Gambia government through his ministry would mobilize all Human Resources available to make the program successful. In conclusion Mr Jallow expressed hope that the meeting would contribute significantly to the building of national capacities to be able to respond effectively to trans-boundry animal disease particularly PPR and also to raise emergency preparedness in the countries in the sub region in dealing with trans-boundry animal disease.
The coordinator of VANCNADA project samuel Wakhusama stated that in cognizant of the soaring food prices in developing countries and their population, the European Parliament and the Council of the European Union adopted a regulation in December 2008 in order to establishing a Food Facility with a budget of – 1 billion to be spent over three years in developing countries.
He said Vaccines for the Control of Neglected Animal diseases in Africa (VACNADAP Project was developed by The African Union Interafrican Bureau of Animal Resources (AU-IBAR) in collaboration with the, Global Alliance for Livestock Veterinary Medicines (GALVmed), the African Union Pan African Veterinary Vaccine Centre (AU-PANVAC) and the Centre for the International Cooperation in Agronomic Research for Development (CIRAD) with financial support from the Food Facility of the European Union. The project he said is being implemented over 20 month’s period and that it started from January, 2009.
He noted that the overall objective of the VACNADA is to contribute to poverty alleviation and reduce the impact of the food crisis amongst vulnerable African communities by improving livestock health. He further noted that the specific purpose is to reduce the impact of neglected diseases namely: Peste des Petit Ruminants (PPR), Contagious Caprine Pleuropneumonia (CCCP), Contagious Bovine Pleuropneumonia (CBPP) and Newcastle disease (ND) through increased access and use of quality vaccines.
Mr wakhusama stated that activities that are to be carried out under the project include procuring vaccines against the 4 diseases from African vaccine producing laboratories; vaccinating target animal population in 24 selected African countries; improving the production capacity and quality of selected vaccines within Africa and strengthening the independent laboratory quality systems on the African continent. These activities he reiterated will improve livestock health and contribute to poverty alleviation and help reverse the negative consequences of the food crisis amongst vulnerable African communities.
He highlighted that under this project, The Gambia has received 430,000 doses of PPR vaccine, Mali 1,410,077; Mauritania 1,099,186 and Senegal 721,246, and it will also provide funding for logistical support. . He said the objectives of this workshop among other things included the development of a harmonized approach for cross-border vaccination against PPR during implementation of the VACNADA Project, share information on current situation and impacts of PPR in Gambia, Mali, Mauritania and Senegal, share vaccination strategies planned under the VACNADA Project, develop a harmonized cross-border approach to vaccination against PPR in the region and agree on standard methods for sample collection and laboratory testing and surveillance.
