Africa: Guebuza in Libya for Africa-Europe Summit

Tripoli – Mozambican President Armando Guebuza arrived in Tripoli on Sunday afternoon to take part in the third Africa-European Union summit, scheduled for Monday and Tuesday.

The summit is being held on the theme “Investment, Economic Growth and Job Creation”, which sums up the main concerns of Mozambique and many other African countries.

A Mozambican diplomat told reporters on Sunday that Africa “wants this to be a partnership of a new type, a partnership that is on a footing of equality, and which leaves aside the traditional concept of donors and recipients”.

In principle, these summits should be held every three years. The first took place in Cairo in 2000, and the second in Lisbon in 2007. The Lisbon summit resulted in the adoption of a plan of action for the 2008-2010 period. Both sides agreed to raise their relations to a new platform, as equal partners.

At the Tripoli meeting, the heads of state and government will discuss such matters as peace and security, governance and human rights, climate change, regional integration, agriculture and food security, and immigration.

The summit will look at how far the Joint Strategy agreed in Lisbon has been implemented, and will attempt to strengthen the political dialogue between Africa and the EU. The partnership between the two continents is supposed to rest on a consensus about common values and interests, and common strategic objectives.

Mozambique’s Minister of Industry and Trade, Armando Inroga, who is accompanying Guebuza, told the press that Mozambique’s attitude towards Africa-EU cooperation is based on the government’s five year programme for the 2010-2014 period. “The government has a development plan that it presented to Mozambican society, and that is its five year programme”, said the Minister.

Each African region will present a specific theme to the Tripoli summit. The Southern African Development Community (SADC), represented by South Africa, will present the theme on the Millennium Development Goals (MDGs), agriculture and food security.

One glaring absence from the summit is that of the African Union’s current chairperson, Malawian President Bingu wa Mutharika. According to reports in the Malawian press, Mutharika made a last minute bid to change the venue from Libya to Ethiopia, but without consulting the Ethiopian authorities.

The African Union commission rejected Muthatika’s attempt, pointing out that the venue had been decided years ago, and could not be unilaterally changed by one of the parties to the summit. As a result, Mutharika is staying away, giving as his official excuse that he has another commitment.
