Uganda: Opposition Candidate Accuses President’s Cronies of Stealing Funds

Namutumba/Kampala – A political clique surrounding President Museveni is banking billions of shillings abroad while Ugandans are living in abject poverty, Dr Kizza Besigye has said.

Addressing rallies in Namutumba District, Dr Besigye, the IPC presidential candidate, said the political clique was living lavishly with piles of money stolen from the public coffers stuffed under their beds.

Without mentioning names, Dr Besigye said the NRM corrupt clique has successfully evaded anti-money-laundering laws to bank billions of shillings in foreign banks through their relatives and associates. “The current NRM system has been exploitative to the Basoga and many other Ugandans,” Dr Besigye said. “It works in such a way that money is absorbed from the poor and goes to a privileged class surrounding the President and this includes his relatives, friends, in-laws and his power-brokers.

They have piles of money which they don’t even bank here. They bank it in foreign accounts because they do not want to get identified. This is the money that is supposed to be used in fighting poverty, providing safe water and working on your roads.” But Presidential Press Secretary Tamale Mirundi yesterday dismissed Dr Besigye’s claims. “He is just making blanket accusations,” Mr Mirundi said. “Let Dr Besigye give evidence. I am sure there are many organisations that will be interested in that information. “Having an account in a foreign bank is not a problem, the problem is if you acquired that money fraudulently. I think Dr Besigye wants to create an impression that Museveni is not corrupt but the people around him are very corrupt and that to fight corruption, one needs to do away with Museveni also.”

A 2007 United Nations and World Bank report estimates the value of the stock of assets acquired by corrupt leaders of poor countries, mostly in Africa, and stashed overseas at about $40 billion.

Dr Besigye has made nepotism and corruption by NRM part of his rallying call to the Busoga to drop Mr Museveni and embrace change. According to Dr Besigye, this “corrupt clique in the NRM” is very smart and that this explains how they have successfully been banking stolen money abroad despite attempts by Western governments to impose tighter controls on questionable financial transfers

Financial greed

He said it is shameful that corrupt leaders have chosen to satisfy their financial greed at the expense of the poor Basoga who are dying of curable diseases because they cannot afford better health care. He warned the people of Busoga region, who gave President Museveni at least 65 per cent support in the 2006 election, against continued support to a government ‘keeping them in abject poverty.’
