THE fact that terrorism is real in Uganda deserves not much emphasis, especially after the infamous 7/11 bomb attacks in which 79 lives perished and hundreds were left maimed, disabled and psychologically destroyed.
There have also been incessant warnings of follow-up terror acts. The Police have taken this seriously and nobody ought to take it lightly.
The campaigns taking place in Uganda make us more vulnerable to acts of terrorism given the mammoth crowds that attend the rallies, the excitement and the poor access control measures at campaign venues.
While the Police force and other security organs are mandated to provide security to the public, the public ought to play a role in ensuring safety of the individual.
Terrorists usually carry out their activities through bombings, kidnaps and hostage-taking; armed attacks and assassinations; arsons and fire bombings in addition to hijackings and skyjackings.
The fundamental interests of a terrorist are massive destruction, massacres and infliction of pain to the individuals and, therefore, the leadership in order to get publicity, discredit the state and incite the people against the Government and to have their wishes granted.
Given the secretive nature and intricate method of terrorists, we should use pre-emptive measures to fail their organisation and planning.
The magic bullet against terrorism is, therefore, with the public which lives and interacts with potential terrorists.
The most effective, efficient and internationally proved tools against terrorism are not the costly guns, teargas or batons but the resources abundantly available to the public: the eyes to observe suspicious objects, persons and behaviour; the ears to listen to unlawful conversations and allegations; the hands to check luggage, objects and people before allowing them access to a place or interacting with them; the brain to define, interpret and identify suspicious objects and behaviours; and the mouth to make alarms, interrogations and reports in case of suspicion.
If Ugandans complemented security agents by acquiring and using security, terrorism in Uganda would be history.
