Namibia: Massive Theft at School

Omuntele – Police in the Oshana Region have arrested 17 people, including a senior headman, for allegedly stealing building materials from a high school that is under construction at Omuntele.

Four of the suspects were granted bail when they appeared in the Ondangwa Magistrate’s Court between Tuesday and Thursday last week. The rest of the suspects remain in police custody.

According to the Councillor for Omuntele Constituency, Sacky Nangula, the crime came to light when a member of the community alerted the office of the councillor.

“The informant gave us enough information – that is why the very first accused that we have confronted confessed to the crime,” said Nangula.

According to Nangula, among the suspects are some people that hold significant positions in the community.

The suspects include two teachers, five business people, a senior headman, an unspecified number of nurses, nine employees of the constructing company, of which five have escaped, and a number of people from the community.

The suspects were allegedly involved in the theft of building materials at Reverend Juuso Shikongo Senior Secondary School, a newly established government high school in Omuntele Constituency.

Some of the suspects are employees of the Chinese construction company that is contracted to build the school.

Members of the public allegedly bought the stolen materials from employees who were recruited as builders at the school.

“We approached some of the people who were primarily implicated in the crime as we wanted them to return the materials without opening the case, but they did not want to cooperate. That is why we involved the police,” said Nangula who is now the complainant in the case.

Suspects started to cooperate when the police got involved. Some of them voluntarily admitted stealing the materials.

Nangula added that apart from the current 17 suspects, the number of people involved is increasing as some of the suspects continue to hand themselves over to the police and to return the stolen materials.

Although they did not report the matter to the police, the contractor allegedly only realised that there was theft taking place at the project when they started putting up door and window frames.

The frames would allegedly disappear a day after they were put up. Alerted by this theft, the contractor allegedly discovered that a number of items had also gone missing from the secured container where building materials are kept.

Deputy Commissioner of Oshana Police, Rauha Amwele, confirmed the case. Amwele said three suspects were granted bail ranging between N$1500 and N$2500, while the fourth suspect was released on free bail.

“Thirteen suspects remain in police custody and chances are that more people will be arrested, as there are still some missing materials,” said Amwele.

The case was postponed to November 11, 2010.
