Uganda: There Was No Army Involvement in Budadiri Poll Chaos

This is in response to the Daily Monitor article of September 10, titled “Army cited in Budadiri West poll chaos”. I would like to clarify that the army was not in any way involved in the said chaos in Budadiri West.

The Uganda Peoples Defence Forces (UPDF) could not be involved in any violence, intimidation and ballot stuffing that characterised the Budadiri West National Resistance Movement (NRM) primaries since we did not have any physical force in this area.

It was the police that handled this area and there was no written or radio message sent to the army by police to assist them to manage the situation in this area.

I strongly believe that Mr David Livingstone Giruli, who alleged in the article that soldiers were allegedly deployed to beat and intimidate voters, has no evidence to prove his claims. If he has, then we put him to task to produce it and prove his case.

It is outrageous to insinuate that Maj. Nathan Bainomugisha, the intelligence officer for Bugisu and Busoga sub-regions, commanded a force of about 100 soldiers that traversed the villages, beating people and intimidating them to vote for the Minister for Presidency, Ms Beatrice Wabudeya.

In the first place, an intelligence officer does not command any forces and it would be unprofessional for an intelligence gatherer to move with soldiers. If this officer was cited in any of the districts under his area of responsibility with one or two escorts, he was just on a monitoring role and intelligence gathering.

Our regional intelligence officer performed his intelligence coordination duties hand in hand with the Regional Police Commander, the Regional Internal Security Officer and the District Police Commanders who were the lead organs in all the electoral activities.

It is not logical to allege that MP Nathan Nandala Mafabi could have been beaten by the so-called armed men who were patrolling villages ahead of the NRM primaries and you term them UPDF without investigations; that is if this incident actually happened.

It is not true that minister Wabudeya moved with a convoy of soldiers at every polling station, intimidating people to vote in her favour since there was no soldier from 3rd Division deployed on escort duties of any candidate. All escort duties, if required, were work of the police.

Mr Shaban Kakimete, the Sironko District Youth Chairman’s reported utterances that soldiers were deployed to disperse a planned rally by FDC in favour of Mr Giruli, was just wishful thinking since he is neither an army spokesman nor a member of any security committee. Mr Kakimete, therefore, had no moral authority to comment on any deployment matters.

We entreat all those who have come up with allegations of wrongdoing by the army to produce evidence so that justice is done. The army does not take any sides in multiparty politics because it is a national force.

Mr Giruli and others should not taint the image of our security agencies to get favours from the NRM leadership. Let all politicians cooperate with us to have a smooth and secure environment in this election period.
