Mozambique: Maringue ‘Not a Disturbed Area’ – Police Commander

Maputo – The central Mozambican district of Maringue is no longer a “disturbed area”, according to the General Commander of the Mozambican police, Jorge Khalau, despite the presence there of an illegal armed force set up by the former rebel movement Renamo.

Maringue housed the Renamo headquarters during the closing years of the war of destabilisation. There are a couple of hundred armed former Renamo guerrillas in Maringue and the neighbouring district of Cheringoma. In defiance of the terms of the 1992 peace agreement, they were never demobilized at the end of the war.

The presence of what Renamo calls its “Presidential Guard” creates the impression that Maringue is unsafe. The government, however, has decided not to dismantle this force, despite its manifestly illegal nature.

“Although we recognise the existence of Renamo armed men, Maringue is not a disturbed area. It’s part of a vast country with citizens concerned about development and their well-being”, said Khalau, speaking on Tuesday to reporters on his arrival in Beira.

Khalau said that the guns in the possession of the Renamo fighters should be turned over to the police, and that the Renamo “guards” should collaborate with the police in the fight against crime.

“We’ve already said there’s no reason for Renamo to keep those men in Maringue”, he continued. “It should let them go about their lives like any other citizens”.

Khalau is on a visit to Sofala province where he will visit Maringue and Cheringoma, as well as the neighbouring districts of Chemba and Caia.

He took the opportunity of his airport press conference to stress the importance of citizens handing suspects over to the police rather than taking the law into the own hands and lynching them, as has happened frequently in Beira.
