Abuja – STRONG indications came up at the weekend that the Economic and Financial Crimes Commission (EFCC) and the Independent Corrupt Practices and Other Related Offences Commission (ICPC) might have beamed their searchlight on the immediate past Minister for Agriculture and Water Resources, Dr. Sayyid Abba Ruma, over alleged mismanagement of the N200 billion Agricultural loan and N6 billion research fund.

Also, the House of Representatives was said to have recommended that its Committee on Agriculture should thoroughly investigate the said mishandling of the mind-boggling amount just as the Presidential Projects Assessment Committee (PPAC) is involved in the secret probe, too.

Ruma’s tenure as the agriculture minister and his activities between October 2009 till the date of confirmation of Dr. Goodluck Jonathan as Acting President by the Senate, are reportedly being investigated, a reliable source informed.

Saturday Champion gathered that the secret probe of Ruma and other ex-ministers might not be unconnected with their alleged role in making difficult the process that produced Acting President Jonathan following President Umaru Musa Yar’Adua’s prolonged ill-health.

It is alleged that Acting President Jonathan is ready to cut some pound of flesh from all former ministers who posed as stumbling block to his confirmation as acting president until President Yar’Adua recovers from his sickness.

Ruma is not only a member of Yar’Adua’s defunct kitchen cabinet, but also a close confidant of the ailing president, Saturday Champion learnt.

Saturday Champion recalls that the former Minister of Justice and Attorney General of the Federation (AGF), Michael Aondoakaa, was recently prevented from traveling outside the country, a development, people said, was to enable the Presidency keep a watchful eye over him alongside others.

Aondoakaa was also seen as one of the die-hard members of the defunct Yar’Adua’s kitchen cabinet.

Just last week, the anti-graft agency declared former Delta State governor, Chief James Ibori, wanted because his whereabouts was not known to the security operatives who want to keep him under close watch. Ibori is also seen by many as a close friend of President Yar’Adua.

Although the EFCC, the ICPC and PAC never wanted to officially confirm the development, a source at EFCC, who preferred anonymity, disclosed that in the fullness of time, the bubble will burst and the ex-minister may be arrested or hunted.

“Just wait and see,” the source remarked.

The Presidential Project Assessment Committee probe into activities of Ruma commenced when it invited officials of the ministry to submit useful documents backing almost all the contracts and projects of the ministry under the ex-minister.

Though the PAC is not just focusing its searchlight on the agriculture ministry only, our correspondent was told that the interaction between PAC members and officials of the ministry was very tense, to the extent that journalists were barred from coming close to the venue of the meeting at NICON Luxury Hotel, Abuja.

It was also gathered that the decision of ICPC to probe all capital votes of the Ministries, Departments and Agencies (MDAs) of government for the year 2009 was a ploy to ensure that there was no escape route, not just for Ruma but all those ministers who suddenly became demi-gods while the controversy over confirming Jonathan acting president raged.

“So, we have authorized yesterday, that relevant department should study capital votes for 2009, scrutinize them and take the necessary steps to ensure integrity in that sector of the budget,” our source declared.

Saturday Champion also gathered that the National Assembly is not shying away from joining the league of interested partners who are looking into activities of the ministry of agriculture and water resources.

A report in one of the national dailies pointed out that the chairman, House Committee on Agriculture, Gbenga Makunjuola, told newsmen in Umudike, Abia state, that his committee, on the recommendation of the House of Representatives, is investigating the alleged mismanagement of the N200 billion agricultural loan.

Makunjuola was quoted to have said that the investigation became necessary following insinuations that the money was deposited in a particular account, where it is yielding interest.

“The House has mandated the committee on agriculture to investigate the matter because the allegation is that the money is being kept in a certain bank and that it has been yielding interest and we need to find out the rationale behind it.

“The Governor’s Forum is agitating for the early disbursement of the fund and up till now the money has not been released,” he said.

Makunjuola said that he was not aware of any rural or commercial farmer in the country who had accessed a ‘dime’ out of the fund.

“Apart from this fund, the immediate past minister of Agriculture and Water Resources also gave us information that the federal government had set aside another N6billion research fund. He informed us that it was a competitive research fund for all research institutes in the country. But the unfortunate thing is that none of the research institutes has benefited from the fund,” the national daily had reported on Thursday.
