South Africa: Licence testing hours ‘won’t change’

Cape Town’s traffic service is so confident of its new measures to slash waiting periods for learner’s and driver’s licence tests that it will not, for the time being, open testing stations over weekends, as the national transport minister announced on Monday would happen countrywide to tackle backlogs.

In an effort to help those with learner’s licences struggling to make appointments for driver’s licence tests, Transport Minister Sibusiso Ndebele also extended the validity of a learner’s licence from 18 months to two years.

Would-be drivers who wrote their tests on and after February 17 would have the new extended licences, while licences written before then would still be valid for 18 months only.

Ndebele said: “These measures form part of government’s efforts to improve service delivery and will enable us to provide a better service to driver’s licence applicants. It will also assist towards reducing the backlog with regards to driver’s licence applications.”

But Cape Town city traffic spokesman Kevin Jacobs said that because the city had been able to reduce waiting periods, the additional hours would be implemented in future only if it became necessary.

“We will only extend our hours if there is a demand. It’s a fantastic tool for us, because if we have a sudden surge of people, we can just extend the hours,” Jacobs said.

According to the city’s driving and vehicle licensing website the average number of days would-be drivers could expect to wait was 91 days.
