Communist Chinese build Namibia’s Presidential Residence for Free

[Again, we see the Communist Chinese sneaking around in Southern Africa – this time, giving a “present” in the form of a presidential residence. They Chinese are sniffing around Southern Africa – and have been for the last 30-40 years. Note, the Govt is secretive about how much money the Chinese are giving them for “free”. Communists do nothing for free… I wonder in what form the payback will be. Jan]

THE Chinese government is expected to foot the bill for building the new presidential residence in Auasblick – the construction of which is to start early next year.

Minister of Works, Joel Kaapanda steered clear of mentioning any costs involved in the construction of the controversial State House complex, which started three years ago, when he motivated the budget of the Department of Works in the National Assembly yesterday.

He said the new presidential residence was “still on the drawing board” and the cost would be covered by a “generous” grant from China.

Under the Office of the President, N$90 million has been budgeted for construction this year, but Kaapanda provided no breakdown for how this money would be spent.

This was despite queries from the opposition parties during debate on the budget allocation two weeks ago.

Their queries were directed by Prime Minister Nahas Angula to Kaapanda.

Kaapanda told the House yesterday that a high-level technical committee was currently reviewing the security zone around the new State House.

“This review may result in the reduction of the number of private properties that would be expropriated.

Consultation is underway with all stakeholders to accelerate these legal procedures in order to finish this national project on time,” he said.

Around 50 homeowners were served expropriation notices in late 2003, but since then the number of properties in the vicinity has swelled and no further intentions communicated to them on Government”s expropriation plans.

On current progress, Kaapanda said the construction of the administration block was “on schedule” and expected to be completed within a year.

Projected figures in budget documents estimate the total value of the construction at nearly N$500 million.

Last year, the City of Windhoek said it was also negotiating with Government to pay for the 40-hectare plot valued at around N$24 million.

It is not clear where the cost of the property is included in this year”s budgetary allocation.

The value of the Chinese grant is not known.
