Berlin – A Rwandan government official wanted for questioning over the death of a former Rwandan president will be extradited from Germany to France within weeks, the German foreign ministry said on Monday.

Rose Kabuye, the director general of state protocol, was taken into custody at Frankfurt airport on Sunday on the basis of an international arrest warrant issued by France in 2006 for nine associates of Rwandan President Paul Kagame.

France wants to question her about a 1994 plane crash that killed Rwanda’s then-President Juvenal Habyarimana, sparking 100 days of genocide in the central African country.

Rwanda has protested to Germany over the arrest, calling it a “political game designed to blur the truth and weaken the government”.

But a spokesperson for the foreign ministry in Berlin said German officials were obliged to arrest Kabuye on the basis of the warrant.

“The arrest warrant was binding and obligatory for the German government and the police. Against this backdrop we had no other choice than to make the arrest,” ministry spokesperson Jens Ploettner said.

He added that it was “only a question of a few weeks” before Kabuye would be sent to France.

Kabuye’s lawyer told Reuters in Paris that his client was willing to go before a French judge, a position which could speed up the extradition process.

“She believes there are no charges,” said the lawyer, Lef Forster.

“We will know today or tomorrow when she will arrive in France and whether the arrest warrant is turned into a committal order.”

Habyarimana’s plane was hit by a missile in 1994, and his death triggered the killing of about 800 000 Tutsis and moderate Hutus.

Kagame was then leader of the Rwandan Patriotic Front which defeated the Habyarimana government’s Hutu militias to end the genocide.

Rwanda broke off diplomatic ties with Paris after a French judge issued the warrants two years ago.

Although Rwanda was a Belgian colony until independence in 1962, France kept close links with the government there from 1975 to 1994, giving financial and military support.

The Rwandan government said Kabuye was travelling on official government business when she was arrested.

It summoned the German ambassador to Rwanda.

In a statement, Rwanda’s information ministry said Kabuye had been warned against going to Germany due to the arrest warrant, but had travelled there and to other European countries earlier in the year without incident.

In April, Kagame made a four-day state visit to Germany.

According to media reports, Kabuye was on that trip but German law prohibits the detention of any members of an official delegation. – Reuters
