The SACP and Cosatu have begun flexing their muscles to secure top political positions for their members as the ruling ANC scouts for new premiers in at provinces.

News that the premiers of the Western and Eastern Cape, Ebrahim Rasool and Nosimo Balindlela, are to be axed has set the wheels in motion for the junior partners of the alliance to begin calling in debts from Polokwane.

The SACP and Cosatu were instrumental in securing a victory for Jacob Zuma over President Thabo Mbeki in 2007 – and they are now claiming their pound of flesh.

The alliance partners reportedly on Tuesday gave their colleagues in the ANC an “ultimatum” to appoint SACP national treasurer Pumulo Masualle to replace Balindlela in the Eastern Cape.

The ANC’s provincial executive committee (PEC) has been asked to provide Luthuli House with three nominations for the position by Friday.

The ANC resolved in Polokwane to give the provinces a greater say in the contentious process of appointing premiers, but the alliance partners have argued that it was decided to make political deployments “an alliance matter”.

The PEC – which is still largely seen as supporting Mbeki – has nominated its deputy chairperson, Mbulelo Sogoni, Local Government MEC Toko Xasa and deputy speaker of the legislature, Gloria Barry, according to sources.

But an alliance leader on Tuesday night said: “We gave them our position that (one of) the names should be that of Pumulo. If they don’t put his name (on the list) there will be a deadlock.”

Pumulo Masualle enjoys the support of the provincial ANC Youth League and at least four of the party’s regions.

Former Eastern Cape Development Corporation (ECDC) CEO, Mcebisi Jonas, and former Economic Development MEC, Enoch Godongwana, are seen as also-rans for the Eastern Cape premiership.

They are embroiled in a bitter dispute with Judge Ronnie Pillay, whose recent report on multimillion-rand irregularities in the province implicates them both.

They have asked Pillay to retract his report, insisting they are the victims of “another political conspiracy”.

Provincial politics has been abuzz with rumours of purges and counter-purges since it became known that Rasool and Belindlala are to be replaced.
