Motlanthe to direct ANC purge

Incompetent ANC politicians will be purged when the party evaluates the performance of all its public representatives.

This exercise is aimed at ensuring that ANC members nominate competent public representatives to serve in parliament, the executive and provincial legislatures after next year’s general elections.

The evaluation will affect all public representatives in parliament, the Cabinet, provincial legislatures and provincial executive councils, including premiers.

In an interview with Weekend Argus, Kgalema Motlanthe, ANC deputy president, said the painstaking process would start in August.

“There are reports, format and templates for evaluation of the performance. Each one is evaluated accordingly by the different structures. For instance, if you are sitting in a portfolio committee there will be a report on your performance in that regard, and also self-evaluation,” he said.

Motlanthe said the evaluation would culminate in a list process and conference in December in which ANC members would nominate party candidates for president and public representatives.

“The branches are provided with that (evaluation) information, and on the basis of that they do the nominations to the list; some people make it and others don’t.”

He added that at the end they would examine gender parity. “We have to look at the mix what experience do we retain, what is the mix, the youth,” Motlanthe said, adding that ANC alliance partners would also participate in the activity.

The list process is expected to be another fierce battle for positions and power.

‘the losers are expected to try to recapture power’

The ANC, which has been gripped by in-fighting for government positions since taking power in 1994, warned of this scenario in its policy discussion papers in 2007.

The past succession battle divisions – polarising party members between President Thabo Mbeki and ANC president Jacob Zuma – will intensify as the losers are expected to try to recapture power.

Meanwhile, Motlanthe will also be the most powerful and influential person in determining job offers for party “cadres” after he was asked to head the controversial national deployment committee.

Motlanthe confirmed that the ANC’s national executive committee (NEC) meeting at the end of the month would discuss the role and functions of the deployment committee.

“We are going to have political discussions on what we mean by deployment, guidelines for the deployment committee, including criteria for people who must serve in various capacities to improve the experience gained in the past,” he said.

It is understood the NEC would propose measures to ensure that the deployment committee did not become a jobs-for-pals agency again.

The contentious committee was first established in 1994 and chaired by the then ANC veteran Walter Sisulu, and Zuma took over the chair in 1997. However, Zuma stopped being active when he was fired as the country’s deputy president and faced corruption charges.

The committee was already dormant following the ANC Stellenbosch conference’s decision to suspend it.

But the ANC’s conference in Polokwane in 2007 wanted the deployment committee to be strengthened, given that the ANC “remains the key strategic centre of power, which must exercise leadership over the state and society”.

Motlanthe is also expected to join Mbeki’s Cabinet this week. This is if he accepts the ANC’s request. If Mbeki declines, the next NEC could be harsh on him, according to militant alliance leaders.
