The African National Congress has sent the strongest possible signal that it will no longer tolerate chaos in structures under its control by axing uMgungundlovu district mayor Bongi Sithole on Friday, and replacing her with former MPL Yusuf Bhamjee.

Part of the criticism levelled at Sithole, said party insiders, had been about her inability to deal decisively with allegations of corruption.

Last week, there had been behind-the-scenes discussions by the party’s leaders as it sought to rid itself of the controversy that had surrounded the council over the years.

In 2007, it was widely reported that Sithole was at odds with then-municipal manager Max Moyo, who was believed to have been the most capable administrator to have been at the helm of the district.

In recent months, it has emerged that mismanagement, corruption and a lack of proper controls had left the council cash-strapped.

In addition, the district was in the news for the appointment of Monica Mngadi as municipal manager last year, amid allegations that she was not adequately qualified for the post.

Mngadi later vacated the post, it has been suggested, at the insistence of ANC leaders.

Further, the district was recently stripped of the right to carry out the refurbishment to Pietermaritzburg’s Harry Gwala Stadium, which has been earmarked as a training facility during the 2010 soccer World Cup.

It is believed that senior officials, including party secretary Senzo Mchunu and deputy chairperson Zweli Mkhize, had urged Sithole to vacate her seat, and she is believed to have refused.

District Speaker and former Msunduzi mayor Hloni Zondi is also believed to have held meetings with party officials last week.

On Friday however, the writing was on the wall for Sithole as the ANC caucus in the district passed a vote of no-confidence in the presence of some senior party officials.

Bhamjee said he was looking forward to his new post, and hoped to create stability in the district.

“My primary task is to build a team that will aim to deliver services to the community,” he said.
