Travellers to South Africa no longer have to complete a customs declaration form because of the crime wave that has seen visitors followed and robbed after leaving international airports, especially OR Tambo in Johannesburg.

This follows public concern that criminal syndicates have been using the customs declaration forms to get information about who to follow and rob. There have been ongoing reports about travellers being targeted at OR Tambo Airport and held up shortly after leaving the airport.

The South African Revenue Service (Sars) yesterday confirmed that travellers are no longer required to fill in the declaration form which was previously handed out to passengers by in-flight attendants.

Sars said doing away with the forms was an interim measure and was motivated by public concerns. The form had required international passengers to provide their address, ID number and reveal how much money they had on them.

“After landing, international passengers are still expected to declare certain goods for which duties may be imposed through entering the ‘red channel’. The declaration forms are no longer issued as Sars is in the process of redesigning the form to exclude the address field passengers until now had to complete. This is a precautionary measure in view of public concerns about security and confidentiality of passenger details. Once the redesigned form is ready for public use, Sars Customs will release it to passengers based on risk and operational need,” said Sars spokesman Adrian Lackay.

There have been ongoing reports of travellers robbed within hours of landing at Johannesburg’s airport, giving rise to speculation these crimes were the work of syndicates with links to police, customs and airport staff. This was last month denied by police who claimed there was no evidence that syndicates were operating at the airport, but this denial met with public disbelief.

Radio 702 then reported that a Sars document indicated there had been more than 430 cases of robberies related to the airport investigated since January last year. The report apparently said the SAPS was “in denial about the existence of syndicates at the airport and the police do not have an effective crime prevention strategy”.

Recent robberies of international passengers after leaving the airport include:

  • Diplomats from Vietnam, Nigeria and Cameroon all separately robbed.
  • A Nigerian businessman held up while checking in at the plush Westcliff Hotel in Johannesburg.
  • A Nigerian family robbed outside their home
  • South Africa’s UN representative Dumisani Khumalo and guests being robbed at gunpoint.
  • Malawian executives held at gunpoint as they arrived at their Johannesburg hotel
  • The robbery of two pastors from the Democratic Republic of Congo who were guests of the African Christian Democratic Party
  • A group of American women bringing funds for a local orphanage robbed of $30 000 at their guesthouse.

    The Nigerian consulate in Johannesburg has reported that 84 citizens were issued with emergency travel certificates last year after they were robbed of travel documents.
