Afrikaner woman, 71, commits suicide over faulty, double-electricity bills
FLORIDA, South Africa. Beeld newspaper’s journalist Dani(235)ëlla du Plooy reports on March 15 2008 that 71-year-old Mrs Lesley Smith has committed suicide a day after her electricity was cut off.
She hanged herself with a stocking inside her flat.
She had become so desperate about the double-billing from City Power in Roodepoort she kept getting for her flat in Florida, that she just had enough.
Apparently the company was sending her double bills after installing a new electricity meter in November 2007 — while still also billing her for the old meter.
Mrs Estelle Hanekom, chairwoman of the board of trustees at the apartment complex where Mrs Smith lived, said she had been struggling for months together with Mrs Smith to get the faulty billing sorted out.
“The service at City Power is very poor and very slow.
“They cut off the power because of her ‘non-payment’ because for six months, these double-bills just kept adding up and by February they already totalled more than R1,700.
Lesley was increasingly desperate, being an old-age pensioner on a fixed income, this had become in ‘insurmountable problem’, said Mrs Hanekom.
“She was constantly worrying about her electricity being cut off because of the double-billing,’ she said.
Ironically only one day after her suicide, the billing problem was ‘sorted out electronically,’ she told Beeld newspaper.
“Lesley didn’t know that the bill had finally been sorted out – all she knew was that they had cut off her electricity.’
On March 3, one day before Mrs Smith’s suicide, workers of City Power showed up at Smith’s apartment to cut off the electricity.
However fellow-residents – who knew of the faulty double-billing problem and the old woman’s growing desperation — stopped the City Power employees from going in.
Neighbour Michael Commandeur said the City Power employees must have returned later and cut off the power.
That same day, Mrs Smith had pushed a little note beneath Mrs Hanekom’s door:

“Hi Estelle. Please phone me when you get a chance, about my electricity bill. I have now received a final notice that it will be cut off!!
“I don’t know which way to go anymore,’ she wrote in Afrikaans.
However Mrs Hanekom had been out of town and only found the note a day after Mrs Smith’s suicide.
A day later the city council records showed that her bill was reduced to R186,94 after ‘corrections’ were made for the double-billing problem.
It had taken them a full six months to correct the problem, said Mrs Hanekom.
He sent her an SMS on Wednesday-night but got no reply and thought she may be asleep.
Early the next morning he started knocking on her door and calling to her, but there was no reply.
He phoned the police and they arrived to kick open te door – and found Mrs Smith dead.
“She was very much alone and depresssive,’ said Mr Commandeur.
He believes that the many months of struggling with the electricity bill — he had also gone to City Power with her to lodge complaints — had upset her terribly, he said.
“And when the electricity was finally cut off it just broke her (spirit), he added.
City Power spokesman Louis Pieterse claimed that ‘he wasn’t aware of the incident until Beeld contacted him.’
He would “investigate the matter,’ he said…
