Army to assist Mugabe in demarating land

The Zimbabwe government is set to use the army to demarcate white-owned farms
for black settlers in a bid to speed up the controversial land reform scheme,
the state-owned Herald reported this morning.

“The defence forces will be used to speed up resettlement and ensure the
process is carried out peacefully,” the paper said. “The involvement of the
uniformed forces should greatly enhance the pace and quality of
implementation of the resettlement programme,” Joseph Made, the Agriculture
Minister, was quoted as saying.

Up until now, government-run agricultural services have carried out land
demarcation on white-owned farms in preparation for resettlement by blacks,
and rural council tractors have ploughed fallow lands, while the farmers are
still there and growing crops. The decision to enlist the military comes
after violent clashes last week between farmers and black occupiers at a farm
in Chinhoyi, 100km northwest of Harare.

Twenty-one of the farmers were arrested in connection with the violence and
are in detention pending trial.

The clashes sparked off widespread looting of farms in the area led by
pro-government militants.

5 327 farms listed for compulsory acquisition
The Zimbabwe government has listed 5 327 white-owned farms totalling 9,5
million hectares for compulsory acquisition, but says the actual process of
demarcating the land and physically resettling landless people has been slow.
It wants the resettlement programme speeded up in time for the next
agricultural season which starts around November.

Last week’s Chinhoyi incident sparked off a spate of retaliatory attacks on
whites and widespread looting, forcing 70 white farming families to abandon
their farms in the face of marauding mobs. Around 50 white-owned farms have
so far been ransacked and property worth millions of dollars stolen. Made
told the Herald these incidents were unfortunate and “could very easily
replicate or re-ignite in other areas and provinces”. Apart from accelerating
the pace of land reforms, Made said the army’s contribution would create “a
general mood and psychology of obedience to law and order in the farming
