A Tshwane Metro Council employee has appeared in court on at least 830 charges of defrauding banks to the tune of over R181 000 while under administration.
Following his arrest, Absa, Wesbank and his former employer, the Tshwane Metro Police, have added charges including fraud, drunken driving and theft against him.
Julius Lesego Metswamere, a council investigator, was arrested at his lawyer’s offices in Pretoria West on Monday after he had disappeared at the beginning of the month.
Metswamere worked as an officer for the Tshwane Metro Police before being transferred to council’s city planning department where he still employed as an investigator.
He is alleged to have applied for various credit and petrol cards from First National Bank and said to have run up thousands of rands’ debt even though a court put his finances under administration in 2002. It is believed he owed FNB bank R150 000 after he withdrew substantial amounts of money between January 2005 and February 2006 without paying any of it back.
Following his arrest further charges have been added to his bulky collection – Absa bank claims it has also been defrauded by Metswamere of at least R31 000.
Welbekend Police Station’s detective branch commander, Captain Steven Hermitage, said he had used the same modus operandi at Absa Bank and FNB. “Every time he made a transaction at the bank it counts as another charge of fraud.
“Therefore we have added at least another 200 charges over and above the 630,” said Hermitage.
It has emerged that there was an outstanding warrant for his arrest in Rustenburg for drunken driving in 2004.
Hermitage said as that another inspector at the Tshwane Metro Police’s Investigating Bureau had approached him and said he had been looking for the same suspect.
Apparently the bureau has other cases pending against the man, including the theft of petrol in 2005.
He allegedly filled up his own personal vehicle several times during a three-week period at a petrol station where the Metro Police has an account. He was later caught out and was to appear before a disciplinary hearing.
The bureau is also investigating whether he was involved in the theft of State equipment, but would not comment on the details due to the sensitivity of the investigations.
Metswamere has also been in trouble with Wesbank. The bank repossessed two of his vehicles because he could not make his monthly payments.
Metswamere’s case was referred to the commercial crimes court for March 27.
