China, South Korea discuss North’s nuclear plans SEOUL (Reuters) – A top Chinese nuclear envoy said on Friday he supported a plan by Seoul and Washington to bring North Korea back to stalled talks on ending its nuclear weapons programs. Wu Dawei, China’s vice foreign minister and chief diplomat in charge of negotiations with North Korea, arrived in Seoul earlier on Friday and met South Korea’s foreign minister and its chief envoy to the six-country nuclear talks. “I support it,” Wu said after talks with the South Korean officials, when asked about the plan. South Korea’s chief nuclear negotiator, Chun Yung-woo, said he had briefed Wu on the fresh plan designed by Seoul and Washington to spur the stalled talks. South Korean officials have declined to say what the proposal involved, but said it was designed to narrow differences between Washington and Pyongyang in the hope of resuming the talks. North Korea has said it would be unthinkable to return to the table as long as Washington pursues a financial crackdown on firms suspected of aiding the North’s illicit financial business. The meeting between China and South Korea — the North’s two biggest benefactors — comes with the United States saying it hopes North Korea responds in the next six weeks to efforts to revive the talks which have been on ice for almost a year. On Wednesday, chief U.S. negotiator Christopher Hill said those efforts were in a “crucial phase.” North Korea rattled regional security concerns by defying international warnings and test-firing seven missiles in July. The secretive state has also reportedly been preparing for its first nuclear weapons test. The six-way talks involving the two Koreas, China, Japan, Russia and the United States have been stalled since reaching a loose agreement a year ago for the North to give up its nuclear programs in return for aid and better ties with Washington. Wu also discussed a planned summit meeting between the leaders of South Korea and China that is expected to take place in mid-October in Beijing, South Korea’s Foreign Ministry said.
