[I’ve heard of this before. In this post, some more detail is given. It is an interesting thought. I am told that the ancient Greeks thought that democracy was the worst form of Government. I stand to be corrected, but I think only soldiers could “vote” in ancient Greece. I’m a bit rusty… so I could be wrong.
