Is Mugabe going to stop people planting Vegetable gardens?

[I was chatting to my nephew in the Eastern Cape today. He often listens to RSG – Radio Sonder Grense – which is a very good Afrikaans radio station. He said he heard a news report that Mugabe is going to stop people from planting vegetable gardens in their back yards! He said that Mugabe said it was “ruining the economy!” Since the people there are struggling to get any food, I do know that many people have been quite agressively planting food in their own gardens in the suburbs. I once even read of someone breeding fish in their swimming pools in order to help feed themselves better.
