More Strikes in S.Africa: Municipalities Facing Strike Threat
[We have so many strikes in this country – I don”t even get to mention them all. A short while back all the train drivers went on strike causing chaos. I must take photos the next time I see protesters in Johannesburg. From time to time we even have protests blocking the city streets. The Blacks are always whining about something. Jan] A CRIPPLING municipal strike looms ahead of this December”s local government elections. The South African Local Government Association (Salga) referred deadlocked negotiations with its two municipal workers” unions to arbitration last week, in what appears to be a bid to avert a strike that could paralyse local service delivery. The South African Municipal Workers” Union (Samwu) and the Independent Municipal and Allied Trade Union (Imatu) confirmed they were considering taking “mass industrial action” if their wage increase demands were not met. Government is under increasing pressure from angry citizens across SA who have protested against poor municipal service delivery and long waiting lists for government-subsidised housing. Some of the protests turned violent. Salga said last week a negotiated settlement was still achievable and vowed there would be no disruption to municipal services. Association spokesman Mbangwa Xaba said the arbitration could take place as early as July 12. Salga and the unions turned to arbitration after a third and final round of mediation collapsed last week. The employer body said the unions” demand amounted to an average percentage increase of 18, 5%, far in excess of the rate of inflation, and would result in a R4,5bn increase to a current municipal wage bill, which is already R24,6bn. Samwu spokesman Cheche Selepe said the union would remain open to arbitration, but had approached members to vote on the proposed strike on July 6. “Every avenue has been explored and we believe it is time to exercise our right to strike,” Selepe said. Imatu also indicated that it was consulting its members about a strike. Salga”s latest offer of a multiyear agreement effective from July this year to June 2008 was rejected by the unions. This offer excluded municipal managers from the agreement and focused on minimum-wage increases over a three-year period with R2300 for this financial year, R2500 for the next and R2700 in the 2007-08 financial year. The unions have revised their demand for a single-year agreement for this financial year only. It includes municipal managers in the deal, a salary increase of 9% or R400, whichever is the greater, and a minimum wage of R3000. Source: AllAfrica.Com |
