S.Africa: Farm take-overs could take 90 years!

Jan] Polokwane – It may take up to 90 years for Limpopo to reach the land-transfer targets set by Land and Agriculture Minister Thoko Didiza, says a report on the government’s land redistribution for agricultural development (LRAD) programme. The report by the Nkuzi Development Association, a land-rights NGO, has found that Limpopo has made almost no progress in amending unequal land ownership between whites and blacks. “In fact, 90 years is being very kind to (the government) because almost all the land they claim to have redistributed was state-bought long ago for incorporation into the former homelands and was already used by black farmers,” says author of the report, Marc Wegerif. In Limpopo, only two out of 20 LRAD projects involved transferring white-owned commercial land to blacks, he says. At present, 87% of all private land is owned by whites and only 13% is in black hands, he added. One project for ANC Women’s League Wegerif also notes that LRAD beneficiaries were largely businesspeople and civil servants with political connections. One project, says Wegerif, also comprised African National Congress Women’s League (ANCWL) members only. “LRAD has not brought about any change in existing farming operations and has created no new jobs,” he said. “It has produced no new, smaller-scale or more farming units.” LRAD is an ambitious initiative to redistribute 30% of arable agricultural land to blacks by 2015. It also aims to create a class of black commercial farmers. “Clearly, the programme is falling dramatically short of its own targets and making a negligible impact on the unequal and highly concentrated patterns of land ownership,” said Wegerif.
