Zambia too poor to hold elections

Lusaka – The Zambian government has taken the first steps to postpone local elections scheduled for November due to financial problems, a minister said on Friday.

A proposal to this effect has been presented in parliament and was to be debated despite the fact that the main opposition United Party for National Development had voted against it, Local Government Minister Sylvia Masebo said.

“The government does not have money to hold the local government elections this year and again fund the 2006 presidential elections,” Masebo said.

The local elections were expected to cost 300 billion kwacha (about $64m), which could be used to fund hospitals and maintain roads, he added.

If the bill is passed in parliament it will mean that mayors and local councillors will have to serve a term of five years as opposed to three years.

“It will be cheaper to hold the local government, parliamentary and presidential elections at the same time in 2006,” Masebo said.

The minister said her government also considered that a three-year term of office was short for any elected official to provide meaningful developments.

But UPND chief whip in parliament, Chripin Sibetta said his party objected to the proposal because it was done in bad faith.

The last local government polls in Zambia were held in 2001 together with the parliamentary and presidential elections won by President Levy Mwanawasa.
